 BUDGET HEARING

 

 

Mr. Pierro, Board President called the meeting to order at 6:34pm.

 

Mr. Pierro led all assembled in the Flag Salute.

 

Mr. Pierro read the following  Open Public Meeting Act Statement: “This is to advise the general public and to instruct that it be recorded in the Minutes that in compliance with Chapter 231 of the Public Laws of 1975, entitled the “Open Public Meeting Act”, the Oxford Township Board of Education, on March 27, 2010 caused to be posted at the Office of the Board of Education located at 17 Kent Street, Oxford, New Jersey and faxed to The Express-Times and to the Office of the Municipal Clerk of the Township of Oxford, a meeting notice setting forth the time, date and location of this meeting.  Members of the public who wish to address the Board will be given that opportunity before the Board adjourns for the evening.”

Presentation made by Mr. Magnuson, CSA to Debra Esposito, the Oxford Central School Governor’s Teacher of the Year Award recipient.

 


Oxford Township Board of Education

 

WHEREAS, the Governor’s Teacher Recognition Program was developed in 1985 for the purpose of acknowledging teachers who exhibit outstanding performance;

 

WHEREAS, the New Jersey Department of Education Division of Academic and Career Standards promotes the Governor’s Teacher Recognition Program;

 

WHEREAS, the Oxford Township Board of Education strongly supports district teaching staff members in their endeavor to promote excellence in education;

 

WHEREAS, the criteria for selection of the recipient of the Governor’s Teacher Recognition Program includes use of effective instructional techniques and methods; establishment of productive classroom time and rapport with students; and development of feelings of self-worth and love of learning in students; and

 

WHEREAS, the Oxford Township Board of Education recognizes and sincerely appreciates the dedicated services of Mrs. Debra Esposito, to the students of the Oxford Central School,

 

NOW THEREFORE BE IT RESOLVED THAT, Mrs. Debra Esposito is recognized as the Oxford Central School recipient of the Governor’s Teacher Recognition Program Award for the 2009-2010 school year; and

 

BE IT FURTHER RESOVED THAT, we record in our minutes this commendation, that all now and in the future may know and appreciate the dedication of Mrs. Debra Esposito; and

 

THIS BE RESOLVED, by the Oxford Township Board of Education, on this the 1st day of April 2010.

 

 


FISCAL YEAR 2011 BUDGET HEARING AND APPROVAL

 

A.   Fiscal Year 2011 Budget Presentation

Mr. Magnuson presented the proposed 2010-2011 School Budget.

B.   Questions and comments from the Board

Mr. Magnuson, Ms. Dachisen, and Ms. Martucci answered questions from the Board.

C. Questions and comments from the Public

Mr. Magnuson, Ms. Dachisen, and Ms. Martucci along with several Board members answered questions from the public.

D. Formal action regarding the FY10 Budget

            Motion by Mr. Pierro, seconded by Mr. Hibbett to approve the following resolution:

 

BE IT RESOLVED, the Oxford Township Board of Education hereby adopts the following budget for the 2010-11 school year for submission to the voters on April 20, 2010, as approved by the Warren County Executive County Superintendent.

 

The proposed budget includes sufficient funds to provide curriculum and instruction which will enable all students to achieve the Core Curriculum Content Standards, and is in compliance with N.J.S.A. 18A and N.J.A.C. Title 6 and 6A.

*Assessment for Debt Service on SDA funding.

       

As per N.J. A. C. 6A:23A-7.3(a), the proposed budget provides for a maximum expenditure amount that may be allotted for travel and expense reimbursement.  The 2010-11 tentative budget includes a maximum district travel appropriation of $ 3,300.00.  The School Business Administrator shall track and record these costs to insure that the maximum amount is not exceeded.

 

BE IT FURTHER RESOLVED to acknowledge that the 2010 - 2011 budget as described above results in a general fund tax levy of $3,311,838.00.

falls within an exception of our open meetings policy and permits the Board to have a private discussion, since it deals with unwarranted invasion of individual privacy as contained in N.J.S.A. 10:4-12 and 10:4-13.

 

Motion by Mr. Pierro, seconded by Mrs. Koufodontes to enter Executive Session.

Motion carried by unanimous voice vote.    

 

It is hereby resolved that the Board will now go into private session to discuss unwarranted invasion of individual privacy.  Any discussion held by the Board which need not remain confidential will be made public as soon as practicable.  Minutes of the private session will not be disclosed until the need for confidentiality no longer exists.  The Board will reconvene in public session at the conclusion of the closed session.

  Motion by Mr. Pierro, seconded by Mrs. Koufodontes to return to public session at 7:53pm.

  Motion carried by unanimous voice vote.
